'Half a Decade of ICAP: Evaluating Lessons and Plotting the Course for 2030'

Background

UNFCCC COP 28, convened in Dubai, UAE, in 2023, earned the moniker “Cool COP” due to its emphasis on addressing global warming through innovative cooling solutions. This recognition stemmed from the urgent need to combat rising temperatures and the growing demand for efficient and sustainable cooling technologies, especially in regions of the global south.

India has emerged as a leader in promoting thermal comfort for all in response to the challenges posed by climate change and increasing cooling demands. The Ministry of Environment, Forests and Climate Change (MoEFCC), Government of India, launched the India Cooling Action Plan (ICAP) in 2019 as a landmark policy framework, offering a comprehensive strategy to tackle cooling requirements across various sectors and to deliver substantial socio-economic benefits to the Indian populace. Spanning a 20-year horizon, ICAP encompasses initiatives for space cooling, cold-chain and refrigeration, transport air-conditioning, indigenous production of refrigerants, and research and development in the cooling sector.

Session Details

Five years after its launch, MoEFCC is in the process of a stocktake of the implementation of the ICAP in consultation with various implementing organisations and bodies. This roundtable discussion serves as a pivotal platform for the leaders of the 22 member organisations of the India Cooling Coalition to contribute to this process. By leveraging insights from their respective activities and initiatives, the roundtable discussion aims to glean valuable lessons and formulate recommendations for advancing and reframing implementation strategies for ICAP in alignment with India’s 2030 Net-zero goals.

The deliberations of the roundtable discussion will culminate in the formulation of a comprehensive recommendation document serving as a crucial input for MoEFCC’s ongoing stocktake exercise, providing valuable insights and guidance for enhancing the efficacy of ICAP implementation.

India Cooling Coalition is a multi-stakeholder group engaged extensively in sustainable cooling research and application. The platform aims to strategically mitigate developmental challenges aligned with national and international commitments like the India Cooling Action Plan (ICAP), the Kigali Amendment, the Paris Agreement, and the Sustainable Development Goals. Currently in its fifth phase (2023-24), ICC is supporting the implementation of the India Cooling Action Plan through communication amplification and providing a platform for active stakeholder engagement.
